♦ Article 338-A is contained in Part XVI entitled as " special provisions Relating to Certain Classes.This article was inserted by *89th Constitutional Amendment Act , 2003*

♦The commission came into existence in 2004 

👉  Objective  of National commission for STs :- Monitoring all the safeguard provided for the STs in Constitution and law

*FUNCTION OF THE ST COMMISSION*

➡To investigate and monitor all matters relating to the safeguards provided for the STs under the Constitution or under any other law for the time being in force or under any order of the Government.

▶To inquire into specific complaints with respect to the deprivation of rights and safeguards of the STs.

➡To participate and advise in the planning process of socio-economic development of the STs and to evaluate the progress of their development.

👉 *Report Of The Commission*

To present to the President, annually and at such other times as the Commission may deem fit, reports upon the working of those safeguards.

*POWERS OF THE COMMISSION*

♦ The commission, while investing any matter or inquiring into any complaint, has all the powers of a civil

 court trying a suit and in particular in respect of the following matters.

(a)summoning and enforcing the attendance of any person fromany part of India and examining him on oath;

(b)requiring the discovery and production of any document;

(c)receiving evidence on affidavits;(d)requisitioning any public record from any court or office;(e)issuing summons for the examination of witnesses anddocuments; and

(f)any other matter which the President may determine.
